A friend of mine said it's like the very best grade of pot that gets people such a high buzz. Catnip must have different grades or strengths as well.

I think it (catnip) might lose some potency as it ages or is left exposed to air.

It actually does have a sweet, pleasant smell to a lot of people but without similar effects. (Thankfully!!)
